How LOWA Came to Life
2016
A Community Call for Action
18 local, state, and federal agencies came together to host public meetings across the lake, recognizing the growing national crisis facing watersheds. Community members expressed strong support for creating a citizen-led group dedicated to protecting the Lake of the Ozarks.
2006
LOWA Officially Incorporated
the Lake of the Ozarks Watershed Alliance (LOWA) was formally established. Early leadership, including lake resident Donna Swall, helped shape LOWA into one of only two watershed plans in Missouri approved by the U.S. Environmental Protection Agency.
2007–2010
Six Elements of LOWA
Community voices helped define the six essential priorities that anchor LOWA’s work: Water Quality, Wastewater, Lake Safety, Education & Outreach, LOWA LILs, and Recycling. These elements remain the backbone of our mission and planning.
2010s
Statewide Recognition
During this period, LOWA expanded its programs, increased volunteer participation, and achieved major milestones—including receiving the largest-ever funding for water quality testing at Lake of the Ozarks, celebrated alongside Missouri Governor Jay Nixon.

The Lake of the Ozarks is a clean and healthy lake that provides recreation and entertainment for millions of people every year, generating over a billion dollars of revenue for the state of Missouri. LOWA advocates smart growth and wise development in order to keep The Lake of the Ozarks the jewel of the Midwest.
LOWA is a citizen based group in conjunction with community partners and governmental agencies working to preserve, protect, and improve the Lake of the Ozarks watershed, its waters, and natural resources while maintaining our economic, social and environmental health. As Ben Franklin said, “An ounce of prevention is worth a pound of cure.” LOWA’s proactive approach is prevention through six elements including Water Quality, Wastewater Education, Outreach, Lake Safety, the LOWA LILs, and Recycling.
